Quang TriWithout adult supervision, two sisters, 5 and 3 years old, in Vinh Lam commune, Vinh Linh district, fell into the pond in front of their house on the afternoon of April 26.
Mr. Le Duc Dung, Chairman of Vinh Lam commune, said that around 5:30 p.m., Ms. Ho Thi Thong assigned her eldest son to look after her two younger siblings, Ho Ngoc Nhi, 5 years old and Ho Thien Bao, 3 years old, to do housework. A while later, the older brother went to take extra classes, leaving the two younger siblings to play in the garden.

Returning to the garden after finishing her work, Ms. Thong could not find her two small children so she called everyone to look for them. At 6:15 p.m., neighbors discovered two children drowning in Ms. Thong’s pond.
When picked up, Nhi and Bao were pale and were taken to Vinh Linh District Medical Center for emergency treatment. The doctor determined that the two children had died and handed them over to the family to arrange the funeral.
According to the Fire and Rescue Police Department, among the eight types of incidents, underwater accidents account for the largest proportion, second only to fire and explosion. Of nearly 5,000 incidents and accidents in 2020-2021, there were more than 1,600 cases related to fire and explosion (33.7%); more than 1,400 water accidents (29%).
