“Therefore, sanctioning these acts is a way for us to control congestion and accidents. What’s new is that we apply science and technology to enhance processing,” Mr. Cong said.

According to the lieutenant colonel, in the past, the traffic police often had regular topics on checking and handling motorbikes. But now, along with the application of science and technology, the Ministry of Public Security has also invested in a lot of information technology systems, especially surveillance systems.

In addition to the surveillance system, authorities can handle violations based on images recorded by people using phones, dash cams, or even from images posted by the violators themselves. The case of model Ngoc Trinh “acting in a circus” on a motorbike is an example.

Despite good intentions, Dr. Phan Le Binh acknowledged that fining motorbikes is unlikely to be feasible at the present time. When there is no connection between the violating motorbike and the owner, the violator can wait 5-10 years without paying the fine.

Mr. Binh stated that in order to achieve this, relevant agencies need to come up with many comprehensive solutions, including fundamental changes in legal mechanisms, as well as technology and techniques.

“Before discussing cold fines, I think the traffic police force should continue to step up the punishment for widespread violations such as running red lights, running in the wrong direction… Direct and strong handling of these acts is also important. That’s good, but fines for motorbikes in the current context in Vietnam are still a bit far-fetched,” Mr. Binh frankly said.
