Ukraine in April implemented a new law to strengthen provisions for punishing those who avoid conscription, while also reducing the age limit for military mobilization from 27 to 25.

“Continuing to stay abroad does not relieve men and women of their civic duty to their country. That is why yesterday I ordered new measures to restore equality for men in age to join the army in Ukraine and abroad. The new measure will bring fairness,” Reuters quoted Foreign Minister Dmytro Kuleba.

He said that the Ministry of Foreign Affairs of Ukraine will soon provide details to foreign diplomatic missions to clarify the process of accessing consular services within the legal framework for male citizens of military age.

Foreign Minister Kuleba did not mention details of the measures that were taken or considered,

According to a document published by Ukrainian media but not confirmed by Kyiv, the Ministry of Foreign Affairs of Ukraine appears to be postponing consular services for all male citizens aged 18 to 60.

The document is signed by Deputy Deputy Minister of Foreign Affairs Andriy Sybiga and instructs Ukrainian diplomatic missions abroad to provide services only for their return to the country.

The above move is said to force Ukrainian men abroad to return home to participate in military recruitment processes.

On April 23, the Ukrainian Passport Office also announced that it would stop issuing some documents at foreign consulates for technical reasons.
