Abandoned “gold” land, proposed to be recovered but still “escape”?

On November 14, 2008, Nghe An Provincial People’s Committee issued Decision No. 5092/QD.UBND.CN approving the detailed construction planning of 1/500 scale project of a commercial and service complex combined with office headquarters. working in Ha Huy Tap ward, Vinh city.

The land is located on the front of Lenin Street, the most expensive street in Vinh City with an area of ​​​​more than 2,000m2. The investor of the project is Tien Nhat Trading and Service Joint Stock Company, represented by Mr. Duong Anh Tuan (located at 19, Nguyen Nang Tinh Street, Thu Thuy Ward, Cua Lo Town, Nghe An).

The “golden” land was left untouched for a decade, becoming a storage yard for materials and machinery of other works (photo taken in April 2022).

On May 24, 2017, Nghe An Provincial People’s Committee issued Decision No. 2179/QD-UBND approving the 1st adjustment of the master plan. According to the approved master plan, the project arranged 4 work items including: Entrance main (1); Guard house (2); Block of reception hall and commercial service house, 3 floors high (3); The hotel block is 16 floors high (4) (in which buildings number 3 and number 4 are complex.

On May 31, 2017, the land area was granted a certificate of land use rights, ownership of houses and other land-attached assets by the Department of Natural Resources and Environment, number CH 327799.

The project was approved for planning, land allocation but not implemented, continued behind schedule. On April 11, 2018, Mr. Nguyen Hoai An – Chairman of Vinh City People’s Committee sent a written request to Nghe An Provincial People’s Committee to withdraw 5 projects behind schedule, including the project of a combination of commercial and service complexes. The office is located in Ha Huy Tap ward, invested by Tien Nhat Trading and Service Joint Stock Company.

The reason why Vinh City People’s Committee proposed to withdraw is “The project has been inspected by the provincial inter-sectoral delegation and extended by the People’s Committee of Nghe An province; behind schedule compared to the extended schedule. I would like to request the Provincial People’s Committee to consider terminating the project operation and recovering land according to regulations“.

In April 2018, the People’s Committee of Vinh City asked the People’s Committee of Nghe An Province to consider terminating the project operation and recovering land according to regulations because “The project has been inspected by the provincial inter-sectoral delegation and extended by the Nghe An Provincial People’s Committee. ; behind schedule compared to the extended schedule”.

However, after that, for some “reason” reason, this “golden” land was still not recovered and continued to drag on until now.

Continue to adjust the planning, grant construction permits and… behind schedule

The project violated the schedule, not only was it not withdrawn, but two years later, the plan continued to be adjusted. Specifically, on November 3, 2020, the People’s Committee of Nghe An province issued Decision No. 3885 approving the adjustment of the detailed construction plan at the rate of 1/500 of a commercial and service complex combined with offices. in Ha Huy Tap ward.

The reason for the adjustment is to match the needs of business and use: Adjusting the function of using the building from hotels, restaurants, commercial services to commercial services and corporate offices; at the same time, adjust the height of the commercial and hotel service block from 16 floors down to 07 floors and arrange an additional basement. After adjustment, the total construction area increased from 916.0m2 to 1,077.0m2, construction density increased from 45.57% to 53.60%.

In the Decision to adjust the QH No. 3885 dated November 3, 2020, the People’s Committee of Nghe An province required: Construction progress – within 24 months (from the effective date of Decision No. 3885), the investor must complete construction of work items in accordance with the approved master plan. Past the above time limit will be handled according to regulations, the investor shall bear all responsibility before the law.

The decision of the People’s Committee of Nghe An province clearly stated that, but then, Tien Nhat Trading and Service Joint Stock Company still did not comply, the project continued to be behind schedule.

On October 6, 2021, the project of a commercial and service complex combined with an office in Ha Huy Tap ward was granted a construction permit by the Nghe An Department of Construction No. 82. The main technical parameters of the public works Project: – Number of floors: 7 floating floors and 01 basement; basement height 2.9 meters, building height 31.2 meters; construction area 1,093.4m2, total floor area 7,428.9m2.

Recently, however, I don’t know if it was due to the “action” to set a working schedule of the press or fear that the People’s Committee of Nghe An province would decide to withdraw the project, but at the project site, a press machine “appeared”. concrete piles.
